I don't think the AP piece is by any means "the whole story". There's litigation ongoing, and anything close to "the whole story" probably won't be available till that's concluded; the armed forces are citing the litigation as grounds for not disclosing any changes in the systems that got these 40 (probably more; ICE can have a chilling effect) to sign up. I notice several of those mentioned are from the infamous "Muslim-majority countries" we have learned to exclude folks from. Brazil? Who knows. It may be that those charged with vetting folks are so busy reattaching kids to parents that they don't have time to deal with these soldiers. (I recall the days when the INS was refusing to reunite my stepdaughter Nalini, 10~11 y.o. at the time, with her mother and me. Took ten months or so for them to get over their assumption that she was a Communist or, failing that, a prostitute. Congresspeople wouldn't help because "we can't get a word in edgewise with INS because of the Iran-hostage situation..." Meanwhile my Hindu wife was being harassed at bus stops for being Muslim. Plus ça change... as the furriners say.
