The special offerings are not a litmus test of qualification for the pastor of a church to serve as an SBC officer. I think there's probably a context behind the $35 reported by Luter's church, or it is simply an error.

My guess is, though, that if Luter feels like he's being used for political reasons, he'll decline the Prez nomination next year.

There, if my memory serves me correctly, have been others in past years who wanted Luter to run for President. Interesting to see him accept the 1st VP nomination 15 years after his tenure as 2nd VP.
