IMB adjusted policy, including some budget resources, to put more into evangelism and less in social ministry (hospitals, schools, etc.). Part of this was driven by the more evangelistically-oriented con leaders and trustees and partly by a process of moving away from western-driven missions and facilities and more to indigenous control. There were enormous annual costs in real estate upkeep and staffing.
Some of this was driven by a view that moderates were less interested in ev. and church planting than in just being there and doing good things. One notable anecdote came from a mod. prof in one of the overseas seminaries who said that he had more important things to do than go into the field and do evangelism.
This is my recollection. I think mid-1990s was the time frame.
