Homeless camping on church property

Those of you with inner city churches, how do you deal with homeless people who camp out on church property when they start causing problems -- there's a couple who seem to have staked out a spot on the church porch at night, which would not be a problem except they have been emptying one of the recycle bins to store their personal items during the day, which causes the trash pickup people to fine the church for not separating our recyclables. Seattle has a huge homeless population. Except for several members who live in retirement homes in the neighborhood, nobody from the church is often around in the evening when the "campers" emerge from the streets, so its not like we could provide any safe storage area.
Don't despair if your job and your rewards are few, remember that the mighty oak was once a nut like you!

Mrs. H. Metro BC Baptist in NYC Has had people on their steps every night for years, perhaps Ronnie Adams
