SS deduction reduction

We got a memo last week at work saying that our Social Security withholding for 2011 will be at 4.2%, down from 6.2% this year. The employer contribution will stay at 6.2%, and benefits will not decrease. What? Sounds like New Math to me. Do we have Bush, Obama, both or neither to blame for this assault on future benefits?

There seems to be plenty of blame to go around. It's the way to give us all a temporary raise when most folks didn't get one in hopes we will go spend it and boost the economy.
