I think that "passengers" has been the greeting on MARTA in Atlanta for several years.

"Passengers" avoids the "I'm not lady"/"I'm no gentleman" (so the statement or order doesn't apply to me) problem, as well as the few and far between passengers who take offense at the terms. But normally one would simply omit the vocative introduction, not replace it with a "neutral" one.
