It has more to do with your internet provider, and other websites where you register and log-in, and the ability of the owners to sell information about you that is gathered from your internet activity. I would agree that it is an unconstitutional invasion of privacy, though the bill's supporters say that what's gathered can't be used against you in court.
The main thing is that businesses would get information about whether or not you purchase on the web, what you buy, what you read and look at, and it would allow them to put your information in their bots to target you with ads, popups, etc.
