The sad thing to me about the "general welfare" issue is that Trump has never gotten out of campaign mode into a governance mode to serve the people. He is still talking about campaign promises and not about how he is there to help the populace. Even the most partisan of past GOP presidents (Reagan and Bush 43) seemed to understand shifting into governance. It's like Trump is still on the trail and losing more ground for the country each time he Tweets.
