Cities and counties along major routes now target suspicious (or those fitting a profile) for forfeitures. In fact. law enforcement agencies are often expected to generate a good portion of their own expenditures from cash forfeitures. I have trouble with expecting law enforcement to be a money-raising agency. My dad was in law enforcement, and it seems that this diverts law enforcement from doing its job of policing and crime prevention in order to provide tax cuts for local residents. Those targeted, of course, are always from somewhere else.

Sort of thing one used to hear about (and still do) in the third world. But then, the ID requirements we are told are for "security" remind me a lot of what we experienced in the Soviet Union in 1968.
