Why is the Ebola response so inept?

It's been a month, and while the Ebola crisis has been occurring, the Democrats have been gaining in the polls. I don't see it has having enough impact to affect the midterms. This is a turnout election, and if the GOP manages to win a one or two seat majority in the senate, it will be because of their efforts at voter suppression, or outright fraud as seems to be developing down there in Jawjuh, not because of Ebola.
