This may be unconsious but in effect that is what the House GOP has done over several years. Neuters government agencies by minimizing their budgets (or in the case of the Post Office adding requirements) and then complains about performance. Quite a political “two-step” as the article says.

Back when Benghazi first became an issue, the Secretary of State's office produced documentation that they had requested extra security, and discovered that the bill which would have provided the funding to increase embassy security, particularly in the Middle East, was held up in committee by none other than VP candidate Paul Ryan. He's the one who should be investigated.

I think it is totally on purpose. They support their contention that government is the problem by hamstringing government and then pointing to lack of performance when they are actually the ones not performing.
