Why assign responciability? It looks like the bus driver's goof, or the parent's for putting her on the wrong bus, or the girl's for not pointing out that was not her name. But all in all it looks like quite an adventure.

The system worked in that the school called the parent and then identified what had happened. Bus drivers may not know the parents, the child, or regularly drive the route that might have been assigned to a substitute. Also, when the regular bus is out of service, the bus used will not have the same numbers, but if it stopped at the regular place of pickup, a parent would not have reason to be suspicious.

Ed: Dave, the child's school only "called the the parent and then identified what had happened" AFTER the child had been located at the wrong school when she was not on the usual buss when the mother went to meet her at the bus stop after school. The Mother called to ask where her child was, and it took a couple hours for authorities to locate her. Three problems include a. Buses for the two schools pick up children at the same stop. b. The same driver substitutes on both routes. c, He had in fact driven the girls usual route just last week.
