This morning, I heard a proposal from Robert Reich, former Labor Secretary in the Clinton Administration, that makes sense. He proposed that in order to facilitate job creation that all incomes below $15,000 per year not be subject to the payroll tax either for employees or employers. He then proposed lifting the cap on wages above $116,000 for all earners. If we are really interested in reforming the tax code, this seems like a great starting place.
