True, yet when rights are trampled on based on people's ... gender, race, ancestry, citizenship, sexual orientation, religious affiliation or baptismal status, etc., etc. ... then it is perhaps not unreasonable for civil(ized) societies to codify the fact that those categories are not grounds for abrogation of rights. The question arises whether there are any human rights, or only human privileges that can be and often are abrogated. Freedom of movement is a human right? Then it should be impossible for governments to incarcerate human beings. Not always clear where to draw the lines.
